And Hill isn't doing this either - why? Because there is not a distance on the planet he would not get absolutely smoked by Lyles. Put it this way - if they had an NFL "player-only" 40y, 60m, 100m, whatever, I don't think the soon to be 31 year old Hill is even making an 8 lane final vs his contemporaries.
So the best case for him is to continue chirping, calling himself the fastest player in the NFL (when he isn't) and living off the old footage of Bolt running a 200m with the "Tyreek Hill arrow" on the screen with Jim Nantz and Tony Romo creaming themselves comparing how Hill is only "just behind the fastest man ever".

Indeed. I could see Tyreek backing out, but Lyles will absolutely race him if Tyreek is willing to show up at an agreed place/date. Lyles has made it clear that his mission is to promote the sport, and he knows a race against Tyreek would get more eyeballs than any Diamond League or Grand Slam Track meet.
Plus, with the U.S. championships not scheduled until late July this year, there’s plenty of time for Lyles to fit in this race without messing up his schedule. Full training camps for NFL players don’t start until July either, so there should be ample opportunity for this race to take place sometime between early April and late June.

Tyreek Hill even now would completely waste Xavier Worthy in a race. People put way too much stock into partially hand timed 40 times. They aren’t reliable at all beyond telling you whether someone is fast or not in a very broad sense.
And I’d put the over/under for Hill in a 100 meter dash right now at 10.20. Lyles is destroying him at any distance over about 10 meters.

It would be fun to have athletes from other sports in this race. Bring in De'Aaron Fox to represent the NBA and Elly De La Cruz to represent MLB. That would obviously make the scheduling more challenging, but not impossible. Today could have actually worked out well. The NFL season is over, it's the NBA All-Star break, and MLB spring training full squad workouts don't start until Monday.
The next opportunity when the schedules align would be the MLB All-Star break, which is after the NBA season is over, before NFL veterans need to report for training camp, and still 2.5 weeks before the U.S. championships. Not ideal timing for Lyles, but on the other hand, it could be a great advertisement for the upcoming U.S. championships, and Lyles has a bye to the world championships anyway as defending champ in both the 100 and 200. The race could take place in Atlanta, which is where the MLB All-Star game is being played this year (De La Cruz will likely be an All-Star, so he'd need to be there), and close enough to Lyles' training base near Orlando. If there's a will, there's a way!
I could see it as an ESPN special with Shannon Sharpe doing commentary or interviews. It could be big!

100m, Lyles vs. Hill. "On your marks. Runners set." But instead of a starter's pistol, Hill gets to start like a 40yd dash, and Noah goes once he sees Hill take off. That way Tyreek gets a ~0.2s head start and we get to see Noah mow him down. I would probably watch that race.
