Rewatch the video. Bosley appears to have moved into Lane 2 as Blanks was approaching in order to leave Lane 1 open. The runner ahead of Bosley is creating a gap on him, so Bosley does not appear to have gone into 2 to pass. The poor lane etiquette was by the (I think) Iowa State athlete who stayed in Lane 1 as Blanks approached. You can’t say Bosley should have stayed in 1, too, because then the predicament would have been if the IS runner swung wide into 2, Graham would have been in the same position of being forced into 3. I blame the Iowa State guy for not paying attention and moving out. Had he done so, he and Bosley both would have been out of Blanks way.

That's the homer in you talking. By being in the second lane at that moment, he blocked the ISU runner from moving out, and at the same time he forced Blanks into lane three when he was expecting to go clear through in lane one and so had to slow down to get out there. I don't think it necessarily cost him the record but it almost cost him the qualifier and the sub-13 and it would have been close on the record. The real culprit for the record was the slow pace through 3200. 13:03-5 pace was just not going to get him to the college record. It left him far too much to do and Graham is not a speed guy who can close in 25. But Bosley did him no favors. He did do his training partner a big favor.

I'm going to retract my claim. Drew Bosley was already sitting out in lane two before Blanks was coming along. The ISU runner was in lane one well behind him but caught Bosley just before Blanks got there and that meant that Blanks was blocked, the ISU runner was blocked, through no fault of Bosley's, and Blanks, who really thought he'd get through on the inside had to slow down to go around and it literally was 7 seconds later, from 12:05 to 12:12 of the race during which time he was going around--on the turn, no less. So, he really was cost a couple seconds and would have been very close to the CR without that, but Bosley wasn't to blame. It was the ISU runner.

Every runner in the field has the right to run in Lane 1. No matter how slow they're running, why should they adjust their race tactics to accommodate anyone? Blanks knows he's running on a smaller 200m indoor track and given how fast he wanted to run he knows he will be lapping people. The meet promoter along with the track officials should've informed all the competitors that if they are about to get lapped they will be signaled/requested to move to an outside lane. That being said, they don't have to do this, it's up to them to exercise track etiquette. No one to blame here, just a crowded indoor 200m track.
Sometimes when lapped runners move out (but not far enough) it actually causes lots of unanticipated problems. Folks need to calm down. This is just a fact of racing. It happens. There are two types of ediquete, hug the rail or move out, its the uncertainty that causes most issues.
