It works, but the temp was in the upper 30's and not windy. And it's not like they are from the south and not used to cool weather. This was either for show, or the coach thought the team needed a mental boost.
Yeah, my old-school coaches (both HS and College) had us do that, and occasionally Icy Hot, back in the 90s. I always thought it was stupid and unnecessary. But had to go along with it. Made for really miserable van/bus rides home. Horrible sitting there for hours covered in that stuff. It would only come off with lots of scrubbing in the shower.
Cyclists use product called embrocation for winter races. It has the benefit of a barrier over the skin but also includes "warming" agents. Personally I hated the stuff, but its pretty commonly used and maybe applicable to running too. Just be careful getting it anywhere sensitive (everyone who's tried it has a bad embro story)!

Embrocation is great for running. Rub it on hamstrings and around the quads/knees, ready to go.
At 4:28 in this video Eyestone says that he coated his runners arms and legs in olive oil to give them “an extra layer of insulation” in today’s cold racing conditions. I thought it was funny and that he was joking at first and then I realized he’s being serious. Has anyone ever heard of/used this technique before? Would that even work?
Funny enough, I have wondered if something like this would be useful for keeping warm when racing in cold weather. I must be having some form of cryptomnesia because I know I’m not the first person to think of this. On this line of thinking, I have thought of spraying pam (oil based cooking spray) on my racing shoes in wet/snowy/muddy weather to keep the water out, has anyone tried this, if you have did it work?
I was there at HEPS 2015 a lot of teams tried this in the driving snow. It didn't work (maybe the precipitation?) and like 10 of us went to the hospital with hypothermia
It has a pretty modest impact, but can help a little. It can take the edge off the wind or a light rain, like if you're on the edge of racing in a singlet, go for for the olive oil. But it won't hold off a blizzard.

OED, I don't have to "believe such nonsense[sic]" secondhand because I was Mormon, I attended the temple probably hundreds of times in the 1980s and 1990s before they watered down the endowment ceremony to remove many of the disturbing elements that were stolen from Masonry.
