If the govt of any country subsidizes a company in private industry it's illegal dumping. if the govt provides job training, college scholarships, and the company benefits, that's NOT dumping.

the OP is wrong. the TSMC factory in the U.S. and Taiwan too is full of non-US made machines with high royalty payments. the machines ae bought at a discount. high royalties are paid to make up the actual cost.

If there's anything I've learned from hearing Trump try to discuss policy, it's:

1) He likely doesn't understand what the Chips Act is.
2) He "opposes it" because someone told him people would vote for him if he claims he opposes it.

Dumping is when you sell the same good back another country at a significantly cheaper price than what it would be in the home country. This is not what is happening here. It may be good for national security and supply chains to increase chip production in the US, but it won't be cheap. The WTO allows governments to take action against dumping if it causes or threatens to cause "material" injury to the domestic industry, but I don't know if that makes it "illegal".

It's dumping. In the 1800s the Europeans and Americans Navy Admirals would subsidise trading company profits as they raped, pillaged, and poisoned Africa, Middle East, India, and Asia. If Russia attacks the Netherlands or Japan there is no more TSMC in Taiwan nor the USA. TSMC cannot exist without internal machines, robots, and assembly lines from other countries. Now do you understand why the USA needs to educate people in STEM in the USA.
