The testing system is pretty transparent. To be eligible to compete in international champs, athletes need at least 3 unannounced OOC tests in 10 months. So athletes management requests their athletes be tested and in compliance. ADAK then does widespread testing at weekend meets, and qualifying meets for smaller championships or domestic competitions. For the top athletes, they get tested in competition at the highest rate (for good reason), and the AIU tests them OOC a fair bit too.
The average Kenyan in Budapest was tested 11.4 times per AIU stats. Outside of China which had similar numbers, it’s by far the highest level of testing in the world
