It says nothing about same day, next day, next week.
common sense, when it says no practice following competition what day do you think they are talking about? sunday? monday? it's the day of the event. if we get absolutist you'd get one meet and not be able to practice again ever.
i see where there is some grey area about what rises to the level of "practice" or comes "after" the meet. to me these rules are generally designed to pair up with stuff like the limits on practice hours per day or week. it's a rule for the athletes to invoke when it happens the day of the meet and all gets too much. so at least some of the debate will be whether what is asked is to excess and resonates more as what could be called a practice. because the primary beefers are going to be the runners themselves.
i could only see this being made a fuss by other coaches if you were blatant and perhaps distracting. workouts during meets. workouts while the other coaches are still there. otherwise generally speaking i assume they have enough work to do monitoring their own team and coaching.
side tangential point but i was recruited by other coaches in my conference and i chatted them up and kept those relationships, and they would give me feedback on how my soccer coach acted. that the opposing coach and others had put me on an all tournament team without my own coach's vote. i kind of want coaches to care how other teams get treated.
