I am admittedly not as informed on this as I should be… Is this something mandated by World Athletics? Or is it possible that a country like the US can do whatever with their “unlocked” spots?
For example, if the US had 3 guys with the 10k standard, would USATF be allowed to say, “Ok, we have 3 spots unlocked by X, Y, and Z runner. Now whoever comes 1st, 2nd, and 3rd at trials will go”?
The system is so ridiculous. It’s the Olympics. Any country that wants to go and compete should be able to send 3 athletes. We all know who the real contenders are anyway. Running 26:59 ain’t gonna get you any closer to a medal than running 29:30 is

They have until June 30 to meet the standard. And it would have to be in a WA approved competition. So, practically speaking, no, a runner cannot get the standard after the trials.

Then you'd have 100+ runners in an Olympic event and have to run a whole bunch of rounds to eliminate them. For the 10k they take the best 27 runners in the world by time and rankings (with the exception of no more than 3 per country), so they only run one round in the Games, which sure seems fair to me. The only thing that would be fairer imo is to eliminate the 3 per country rule, but then you'd have 10 Kenyans and 6 Ethiopians in the race.

Normally they can, but this year the qualifying window closes June 30th, so there won't be enough time to run another race to get the standard or improve world ranking.
