The US tipping system in sit-down restaurants stays the way it is because that's what owners want AND it's what workers want. A waiter in a restaurant (even just a basic chain like Outback or Applebee's or something like that) is making way more money with tips than somebody working another entry-level type job in retail. Yes, I'm sure there are plenty of true stories about workers who get screwed by their employers, and I wouldn't want to wait tables at Waffle House, but on average servers are making a lot more than they'd get at Old Navy or Walmart or something like that.
(And that's without even getting into the fact that a large portion of servers are underreporting their tips to cheat on taxes. If they were all paid a flat rate of $30 an hour or whatever they wouldn't be able to do that.)
CORRECT! I've known a few people who worked as restaurant servers for a while, and they all made decent money...they were all pursuing other career options down the line, but if you can handle rude customers and can work quickly and accurately, you'll do well as a server.
