I had this happen to me several times my senior year in HS. My brother and I decided enough was enough. We went out super fast the first 1.5 miles and the dude legit dropped out of the race. It was glorious. We died a little the last half mile, but it was worth every second.
This is a very common thing in bike racing-called wheel sucking. what you do is surge at random times. My recommendation is to use any disruption in pace as a chance to surge. One really great trick - go into a corner or choke point in the front of a group (larger is better) slow waaaaay down coming into it - like almost walking, then on the exit sprint out - this created a slinky effect that makes the runners at the end of the slinky have to run both faster and for longer to get back on the pack.
1. It's okay to say him/ her instead of the generic and grammatically incorrect they.
2. Turn the tables and draft off him. If he slows down, you slow down too. Even if you have to break into a walk, don't let him draft off you. Then, when you see the finish line, BLOW HIS DOORS OFF!!!
What you want is to use race tactics to get her off your back. What you should do is just before the race, pour some apple juice down the back of your shorts so that when the race starts it looks like you pissed yourself. She will then give you a wide berth.
Spend less time whining and more time training. Problem solved.

Sounds like youbare aerobically superior to her. But she has better speed. So if the two of you both run your own race, you outpace her and win. But for some reason if she sticks to your shoulder, you are letting her psych you out -- you then run a slower pace and she can keep up. Then she passes you at the finish with her superior speed. To avoid this, don't get psyched out and don't run slow just because someone is following you. Push the pace and win!

You’re probably trolling at this point. If not you’re performing some awesome mental gymnastics to believe that “she doesn’t beat [you]” despite your entire complaint being that she keeps beating you. Why the heck wouldn’t she try to catch up to you?
But if not a troll, I think going out very hard for the first 1.5mi. might be the best suggestion to try to get her off your back while still giving you a chance to perform well. Either she’ll decide early that she can’t follow you at this pace, or she’ll crater harder than you if you’re really better than her like you claim.
It would also be nice to know more about your competition and how you’re placing in these races; the two of you aren’t the only ones racing. Can’t you pick out someone consistent who you believe you can stick to and key off of them, allowing them to take on the psychological burden?—shift your focus ahead of you instead of behind.

This runner likely has no intention of being a jerk and is running her race. It could be anyone. There's no need to take it personally or for righteous anger.
Get counseling because life is like that. The tailgating in LA is ubiquitous. I'm flattered that NASCAR bros think so highly enough of my driving skills to sit 10 feet behind me while going 80mph but coming from the South I also find it offensive. I can deal or indulge in some road rage. After many times wondering how I'm still alive, not in jail, haven't killed or injured someone, I chose to deal. Getting counseling while a teenager and before encountering the new stresses of college is a good idea anyway. Having some understanding of yourself and some coping skills are competitive advantages.
Kids these days are soft as 3-ply. Run faster, outkick her, or do an unexpected long kickback Paul Chelimo-style and scratch her leg up with your spikes.
