Tet was actually a huge strategic and tactical defeat for the home team and decimated the Viet Cong. (Thereafter NVA regulars carried more of the load, up to the eventual defeat of the United States and its allies.)

Also, the NVA were not looking to instigate the US for fear of them re-entering the war, in fact they waited on the outskirts of Saigon until the the airlift (Operation Frequent Wind) was completed, then moved in and took power from the south.
