Even thought people have downvoted this, you have a point, runners, specially younger ones tend to go out much faster than their final avrg time in cross country races. Personally I think It is due to the lack of references (you really dont know how fast you are going) and due to the huge amount of athletes who run these events, which makes people fight really hard for a position at the start.
In my opinion if you are a middle tier runner and you arent going to win the race its much better to start at the pace you think will be your avrg pace in the end. Even pacing is the fastest. The problem is you have to run by yourself and dont get nervous when half of the runners are in front of you at the first lap.
As for my own experience, my best placing at Cross country team nationals (in Spain) was 23°, first lap out of 5 I was 120°.
