There's the culture thing right there! The most successful winter sports nation ever is obviously the most likely to also start moving up in the summer athletics ranks now that they have indoor arenas everywhere to tie their T&A athletes over through their snowy months. :-)
For Norway's running achievements, it started with Marius Bakken "discovering" double threshold and then you had a crazy-enough father (Gjert) to develop and train his boys as top athletes based on Bakken's methodology from they were 8 yrs old (at least for Jakob). In 2012 Henrik won the Euro 1500m and he became 5th in the Olympics. After that everyone (incl Gjert and Jakob) understood it was possible to become #1 in the world if you just trained smarter than the others over time.
Now we see a new generation of new talent arriving at the stage (incl Ingvaldsen). It will be more the next 5 years.

A rich nation, with a healthy population that also is a superpower in other endurance sports should not surprise you being able to medal in track and field.
