I use to work from home inside my altitude tent with it cranked to the max. I brought my naturally low blood levels to above the middle of the normal range. A definite improvement. If one is lucky enough to have naturally very high levels, I suppose you could legally raise them about the legal range.

I know of one athlete who has a high-HCT gene... not the best in any sport though. If the Ingebrigtsens had it, they'd probably have said so.

So you allege that Henrik and Filip backed off on doping after 2017 so their PRs never were replicated?
That is completely wrong!
Henrik´s PBs in the 1500m and the mile were set already in 2014 so his lack of improvement cannot be because of a scare in 2017.
Henrik set a big PB in the 5000m in 2018 and have improved further along the road latest this year at 32!
His PB in the 3000m was set in 2019.
Filip PB in the 800m was set in 2020, the 1000m in 2020, the 1500m in 2019, the 3000m in 2021 and the 5000m in 2019.
So none of their PBs seems to have any relation to the Fancy Bears release in 2017.

#2) Emma Coburn is an example of generational heritage at higher elevation. I know you are European but I am sure you expect more endurance sport talent from Arizona, Colorado, New Mexico and Utah. [Born there, not sea level athletes attending college at higher elevation.]
#3) There are many T&F athletes around the globe who have demonstrated sub-25 220y/200m talent as teenagers.
