There's plenty of drug testing going on in the NCAA, especially if you're a title contender. I know they do random sampling at P5 conference meets, as well as NCAA championships. Randoph Ross, NCAA runner of NC A &T, now Tennessee, was tested multiple times last year during the NCAA season (and missed a few of them, resulting in his suspension).
It is my favorite meet to watch.
There is also a team element involved, which is absent in a regular pro meet and mostly absent in world championships / olympics. How much better was Raevyn Roger's 4x400 come from behind win when it meant more than just a 4x400 title, but an overall team title? It also brings out interesting match ups and event assignments, like Grant Holloway running the 4x400, and requires more strategy with regards to how a team deploys its talent.
