About 70% of the debt is either held by the US government or by american investors and institutions. It's silly to talk about the debt in terms of per capita owed.
Consider a country of two people, someone exactly at the 1st percentile making 500k and someong at the 50th percentile making 40k. If they both paid equal proportions of their income as tax, the person in the 1st percentile would pay 92% of the tax and the person in the 50th percentile person would pay 8 percent of the tax. So your 97.7% doesn't sound that crazy. Its not too far off from them paying the same percent of their income as tax despite them making so much more.

Thats why voting should be correlated to the amount of taxes you pay. If you dont pay much into the system why should you decide how it is spent? But it should include all taxes not only income tax.
I am volunteer at a tax clinic preparing poor people's taxes. I can tell you these don't pay taxes because they literally cannot afford to... I prepare people's taxes from anywhere from 10k income to 35k in income. These people literally need every penny to live, they have no savings. No retirement etc. And even more sad, they are taking care of disabled grandparents that have no retirement. We are basically a poor country, that's why people so many pay so little in taxes. Yes, the rich do indeed to pony up and pay a lot more.

No. Not much is created by the bottom 50%. Running is the best example. every ounce of attention is towards the top 1 %. Everyone talks about them and want to see them run. Noone gives a single dollar for the bottom 50 %. They dont contribute or produce anything.
What? Let's look at the few dozen people who break 13:20. There are thousands of runners who break 15 minutes. Whad do the tens of thousands of slowere runners contribute? The top runners never compete against anyone over 14 minutes.
