It's all about what your accustomed to and what kind of clothes that you have. I don't own a wooly cap or gloves. I don't even own a coat, not even a windbreaker. It's not worth the investment.
So, 18 degrees with 24 mph winds is pretty cold for someone who's winter gear consists of a couple of long-sleeved shirts.
Where you live, I'm sure they would freak out if it was 110-115 degrees (and not dry heat) for 3 months straight.

I recommend you stay on lockdown. Seguin is not a bad little town by Texas standards. Gruene is nice. One of the few places with trout fishing in Texas.

I grew up in Austin. In the past, there were no trucks to add salt or sand if the roads iced up.
I remember a long time ago when an ice storm hit during rush hour traffic and hundreds of cars were stuck trying to get up this high overpass that became icy mid-rush hour.

Driving anywhere in south Texas when there is ice and snow is dangerous because there are Texans there, regardless of whether or not it is hilly. The first snowstorm I was in out there, this guy in a big shiny truck pulled into the breakdown lane, slammed on the gas, spun out, hopped his truck halfway over a concrete barrier and cracked his axle. Karma.
What does Cruz have to do with this. He is a US Senator not a local official.
Raphael "Ted" Cruz is pro-Russian. He's not much of a man, either (that goes without saying, if you are pro-Russian). When Donald Trump pointed out how intensely ugly Raphael Cruz's wife was, Cruz just took like a simp. He couldn't even defend his own wife. That's who you want working on winter storm issues?
You are living your life in denial. Trump is on video calling Cruz's wife ugly. You can find it online, I'm not going to do your work for you. You can just do nothing to defend her honor like Cruz did nothing. Nothing. He's like some kind of half-man, half-panty.

I live in an apartment complex on the 3rd floor facing the north. There is a fire sprinkler in a little closet outside on my porch. That 18 degrees plus the 24-mph wind is going to make the pipes to that sprinkler burst for sure...guaranteed. Just like they did 2 years ago.
The water will just flow down onto my downstairs neighbor's porch, so not my problem, I guess.
Currently temperature is 44 degrees with wind at 27 mph with gusts up to 40 mph.
I just returned from the grocery store. The police were present in full force. I can only assume that they were concerned that people might FLASH FREEZE in mid-stride as they ambulate from their vehicle to the grocery store entrance.
My trusty long sleeved t-shirt is holding up against the artic blast for the time being.

In the Boston area, it thus far feels like nothing at all, just a rainy day that’s warmer than usual (40s tonight and 50s Fri) for this time of the year. The radio seems louder than the storm itself.
Current temperature is 27 degrees with wind at 24 mph and gusts up to 40 mph.
Earlier today was a madhouse:
- A woman out for innocent stroll had her cowboy hat and bikini top blown off by the sudden winds.

I’ve seen a lot of the women in Seguin. Careful what you wish for. Anyone wearing a bikini top in this type of cold and wind is bound to be a big girl.

Before the cold front moved though, it was pretty warm. I was actually wearing shorts earlier today.
As I mentioned in an earlier post, the front came through a bit sooner than forcasted and a lot of big girls got caught offgaurd in their bikini tops and when the arctic wind started gusting, the bikini tops went flying.
