The good thing about this if they do implement it, is that foreign coaches and managers involved might go to prison. I expect that the trickle of Italians and Spanish heading out of Kenya to Uganda will turn into a stampede.

Criminalizing doping in most cases would be a waste of resources. To get a conviction would require more than a positive test. There would need to be evidence beyond a reasonable doubt and proof of intent. With Shelby, there’s no proof of intent. If anything you could add a civil statute allowing victims to sue for damages but to me that would be too speculative.

I agree, criminalizing doping means absolutely nothing without investigating the supply and distribution chains. Who will be doing that investigating?

Got to start testing more consistently first. Erriyon Knighten was not testing before or after his 19.49 run. That was the fastest US time in how long and not even tested.

NFL, MLB and NBA are entertainment industries above all else. They have proven that they don't care about fair competition, they just want to profit from their spectacle.

For track and field, fair competition is the most important selling point. Why would we ever watch a race if one person is juicing and another isn't.

Because criminalizing doping would extend far beyond sports we don't care about. NFL and MLB give a few games suspensions and that's it. You would basically have no professional ball sports in the US — college to pro — if you criminalized doping. That's billions of dollars. However it would give leverage to prosecutors to get confessions out of athletes. The U.S. Postal omerta crumbled when they were threatened with jail time. I'm sure certain athletes would admit guilt and give up others involved if it meant staying out of jail. Then once you have the doctors, you have their entire list of patients.

To the OP...whoever he or she is: Do you know anything about the requirements for evidentiary proof of guilt within the legal system in the US?

If so, how do you figure that there would be any convictions for offenses other than possession cases (already a crime) in the US?
