Your choices are few. D2 might be your best bet for a cross country program that is a one runner away from being a top 25 team, plus there are more small state schools that might have grad programs. NAIA is an undergrad association.
Very few DI's are going to be interested in a 1 year kid, that isn't atleast a sure thing all conference. Then you want top dollar, I'd rather invest in a pole vaulter or a triple jumper, or some other one-trick-pony.
Such as Minnesota State Mankato is a young team that is likely on the outside looking in. They need someone to get them over the hump.
They took Finn Gessner in, he had one more year of eligibility and vanished. Yes they should have some money for your sub 15 minute 5k.
I know someone as a grad transfer at a mid-major school that is 8:20/14:31/29:42 and getting full tuition scholarship. Has one season left of XC and ITF. Two seasons left of OTF. The coach seems to be concentrating on him for the 10k (and has this guy for two years).

Others have said this but you’ll make a large majority of rosters with 14:56, but most high schoolers don’t even get huge aid with a time like that. The general rule seems to be that athletic aid usually goes to scorers and with how many sub 14:00 guys there are, 14:56 just isn’t a scoring mark in most worthwhile D1 conferences.
There’s plenty of colleges that offer lots of academic aid to foreign students though, it makes the school look good to have people coming from out of the country. I’d work that angle and then just focus on walking on.
Like many have said you need to reach out to d2 schools… d1 schools are not interested (as you have seen) in an international transfer who needs lots of money that is not an immediate impact and schools where you will have an impact are poorly funded.
I would think the only place you will get substantial money is D2 or NAIA and even at that level you will have to find teams that are not really good, top teams are looking for guys that are nationals level which is sub 14 even in d2… there will be money at the d2 level but you will need to email a lot more coaches.
You must have missed the part where I said I was an international student buddy. It's hard to have a face-to-face appointment from the opposite side of the planet. Maybe try reading the whole post next time before talking bollox.

I am sorry that you are going through this. I went through similar. I actually had only one actual offer for a full scholarship despite being a good student and very good HS career capped by senior year when I was 4th at state CC which resulted in being selected top 50 in nation. I had fantastic indoors with 2nd best ID 800 in country and ID 4:17.
My dad said I go to local Junior College if no full ride.
It might have been humbling to some degree but a junior college with a good coach could actually help you get what you deserve for your 2nd year of college. I also think I would have had a better college running careet if I had my HS coaches.
D1 schools do not always have the best coach for your continued development. Look for a coach with a great reputation by talking with current and past athletes. Look for a coach who has been at that school for years. Many coaches move on before you graduate. They are wanting to advance their career...not a bad thing but often a bad deal for the athletes.
I guess my point is there is more than one way to accomplish your goals. Don't sell yourself short. I know this is not what you imagined or what you deserve but try not to see this as an insult.
Try junior college, maybe? I got 1/10th of a full ride at JC with similar HS times 40 years ago. It wasn't really worth the effort I had to put in. I did much better by leaving the team and training myself.
