I recommend you stay at the Marriott, you can have a beautiful walk to the stadium from there. If you want something closer and cheaper, stay at the Hotel Thomas. It's pretty cheap but fully adequate for low budget crash pad. The Marriott is pretty nice; not sure how expensive now (we used to get a great deal there 25 years ago) but the location is great. If you want something even more modern there is a Kempinski near the Marriott but it's not on the river.
I haven't been to Budapest since 2004 so there might be even better options, but I'm sticking with my recommendations for the Marriott or the Hotel Thomas depending on budget.

It's a 5km walk. The Hotel Thomas is a 3km walk.
When I lived in Hungary, whenever we went to Budapest, we'd park at the Marriott and do a walking tour from there. Start at the Marriott, have a cappuccino in the lobby (often there was a string quartet playing, just fantastic), walk down Vaci Utca (main shopping street) and do some shopping. Stop at Fatal restaurant for lunch, continue on Vaci Utca to the public market, cross the Szabadsag bridge, visit the Gellert Hotel (old Roman baths), walk up the Citadel hill and see the church in the cave, see the statues at the top of Citadel hill and the fantastic view of the city, walk down the other side and across to the Buda Castle and Fisherman's Bastion, cross the Margit bridge (optionally walk all the way around Margit island), back to the Pest side of the river, pass the Parliament building, and back to the Marriott. Along the way are too many points of interest to list. It's a stunningly beautiful city.
Maybe 5km is a long walk for some people, but if you start early, stop along the way for lunch, etc, it's a beautiful trip. If you get tired, it's easy and cheap to grab a taxi on the way. I had a couple lazy friends when I was there who wouldn't walk more than about 100m or they would just get a taxi because it was something stupid like 10 cents. We used to get one coming out of the nightclub (it was only 2 blocks from there to my apartment), pile everyone in, go through the McDonald's drive through (this would take close to an hour because McD was new and they hadn't figured out yet how fast food worked), drop everyone off at a different apartment in town, and I think I'd pay $2-$3 with a massive tip. Hungary is a total blast.
Have you been to Budapest? I have. The beauty of that city is breath-taking, the restaurants are superb, the activities and cultural centers are numerous. Very accessible to the rest of Europe to come and enjoy. It will be a hit since Europe has more athletics fans than does U.S.

It certainly makes sense with Orban wanting to join the premier league of oppressive despots looking to sportswash their countries to distract from human rights abuses and corruption. These championships are the latest sorry chapter, after the Sochi Olympics, Qatar World Cup, Formula 1's world tour of dictatorships, the UAE and Saudi buying up soccer clubs, Liv golf and so on...
That said, Budapest is a pretty place. Better then the rest of Hungary, that's for sure. Gyor is a dump.
