If Europe/Japan/Canada/Australia are options for you, that's something to strongly consider. Lots of fast/flat courses & much more dependable weather. Tokyo, Lake Biwa, Rotterdam, Hannover, Paris, London, Prague, Copenhagen, Ottawa, Gold Coast, etc.
This is the best summary of the spring situation. In the US, it's Grandma's or Boston. That's really it unless you're great at running completely by yourself for the entire race.
