Not just the ncaa,but the entire american track and field and sports system.Lots of foreign athletes move there,not just collegians.Once there they get access to the best coaches,facilities,and drugs.A friend said to me,they can dope with impunity,and they wont get caught because it would reflect very badly on the US system,if they did.Almost everything is covered up.

But let's not pretend it's foreign athletes competing in the US. Randolph Ross and Shelby Houlihan are American-made. And at least the pro system in the US comes under the auspices of USADA and the AIU. It's only the NCAA that resists doping oversight and there's a reason for that

No testing in the NCAA allows people to get to olympic finals with an 11 sec improvement in a year in the 1500,then do terrible when they start being on the AIU radar.
As long as the NCAA and the College Football Playoff governs college football and basketball, no way in hell will the NCAA and its member schools agree to USADA, WADA type testing in all NCAA sports. It's not happening.
What incentive does the NCAA have to agree to this kind of testing for its student-athletes?
If the IOC or WADA began not accepting marks from organizations that don’t prioritize performance enhancing drug testing (the NCAA) I think you would start to see change. NCAA Track and Field athletes bring a lot of attention to their school when they compete for their country. So on the other side of that, they will also be bringing a lot of negative attention to the school when they go compete internationally and get popped. So I think that is the incentive that the NCAA and participating institutions would have in drug testing their own athletes. Also, the NCAA is not testing athletes for nandrolone (etc.) but they are testing for marijuana and other recreational drugs. Someone like Duane Ross, who is likely an expert in doping despite being caught, can easily get his athletes through a collegiate season but look what happens when they start competing internationally. I also think people like Ross, Schumacher (Shelby), Petros (Scantling) would not be able to get jobs so easily following their own athletes facing bans if the IOC or WADA could get involved. We have kept a veil over the NCAA under a guise of amateurism that has allowed coaches with checkered pasts to operate there. We are literally seeing professional coaches running back to the NCAA because it is safe.

Hocker ran 3:50 indoors again and then got injured. He's on his way back to 3:31 right now. He just ran 3:35 (a time that was his best pre-Olympics in 2021) and has dropped a great deal of time in a month since returning to competition. There's no post AIU dropoff here.

I think it demonstrates that doping is more prevalent in college track and field than people want to admit, especially in the sprint disciplines where historically dopers have dominated the sport. There are certain college programs churning out world class track and field athletes that are clearly playing the PED game.

This is what a lot of people don't get. Football and basketball bring in most of the money to the NCAA from the college football and basketball playoffs. The NCAA will never turn over drug testing to WADA because of the potential negative effects to college football.
