WOW! What a problem! I guess this shows I am getting old, but in Washington guys couldn't run longer than the mile in track and 2-miles in cross country (except for the unofficial "state" meet that was about 2.5 miles. Girls couldn't run ANYTHING! When I tried to run a 5k track race the state athletic commission had a cow! The thinking of those times was that when you run distance your heart slows. Too much distance running or too long a race will cause your heart to slow to a halt and you will die. Nobody ever died, but to protect our delicate little bods, limits had to be set. It wasn't until Pre's time that the NCAA would allow freshmen in college to run varsity. Texas is just not up on the times/overly cautious.
