Sure, if Tsegay had just done what she was supposed to do then your predictions would’ve been spot on, with Johnson 3rd in 3:55 and ten women under 4.
That was a great race, and credit to Tsegay for trying a bold strategy to beat the unbeatable Kipyegon. Of course it didn’t work, but Tsegay placed as well as she was going to in any scenario. Kipyegon is the GOAT of women’s 1500m running.

Have you ever seen Tsegay race a 1500 where she doesn't go out at WR pace? She's crazy, but I assume she doesn't trust her kick.
Muir was definitely a surprise. She ran exactly the same way at Pre and died but that 1:57 in a mixed gender 800 seems to have been a turning point for her season.
That chasing pack has a lot of work to do before Budapest.
