None of us knows what he runs for sure. However, you can fill out some high speed workouts that would potentially do the job for a 46.8 guy without exceeding 5 mpw. He says he jogs a 300m warmup that he does not count in the mileage. Here are five of the type of workouts that might do the trick for him, each of them about a mile: 10x150 (maybe 18-19s), walk recovery (1500m total); 8x200, walk or standing recovery-:26>:23 (1600m total); starts or flying 50s=1/2M; 10x8-10s steep hills.
Add to them a race day 800m+strides/lap cooldown (1600m), and a day off, and you're talking about a 5M week. Seems unbelievable but at least it is possible and you can see the high intensity and race specific stuff. Sometimes there would be other forms of 800m race simulators, such as 3x400m on less than 1 minute rest.
