Yes—but the bottom line is that a given sprinter running on a given day will run faster with a tailwind than a headwind or no wind. How much is an approximation and does vary slightly. Also, the basic list (once anomalous and high-wind races have been removed) has been a better predictor of who will be in major finals than has been the raw list—although not by much, I forget the exact figures for each year.
My problems with all that basic/wind stuff is this....

There is Powell's two fastest times, notice he runs faster with +0.2 than he did at +1.7
How can that be? Could there be more to this than just wind? How about the track, how about the temp? OBVIOUSLY.....running with the wind beats the hell out of running agains it, but I do think it pretty much stops there. So many examples of similiar deals like we saw with Powell.
