I agree on pre. especially on the 'charisma' thing
but among true legends in terms of achievements kouros is held up as some gold standard, himself even described his 24h wr as 'forever unbreakable'... only...
1) sorokin (who was obese and started seriously running in late 20s-early 30s) crushed it
2) many real marathoners would really murder it if they had incentives and you all know it

Pre is the obvious answer. I’ll see if I can think up some less obvious ones.
Pre wasn't/isn't overrated. Maybe overhyped. He held American Records he won and lost races and his 4th place in his only Olympics is clearly acknowledged.
There are other great runners who never won Olympic or World medals- Bill Rogers for example. He was not overrated and he was never hyped like Pre was.
I enjoyed that hype because it brought me back to my youth- I was 15 when he died.
There was no such thing as a hobby jogger, the attitude was completely different.

2. Bannister. (WR in a distance only a small minority of countries care about. Did not medal in his only Olympic appearance.)

I'm sure he meant Dean was/is overrated. This would be my answer too. In the late 2000s, Dean may have been the most famous and most endorsed American distance runner. He was basically a good local runner who self promoted his little stunts to successfully fool millions into thinking he was redefining the limits of human endurance. It would be hard to get more overrated than that.

Noah Droddy has been almost exclusively style over substance for his pro career. His whining via twitter about not getting better sponsorship opportunities is legendary. Perhaps fitting that they're buddies and training together now.
