It was actually illegal to participate in athletics in Scotland, except at elite level, for much of 2020 while it remained legal to go to the pub (although singing, dancing and laughing in pubs were banned). In the winter of 2020, in freezing temperatures, we had to sit outdoors if wanting to have food from a restaurant. And here we are again, more than a year later with the same thing. Hardly anyone is in intensive care in Scotland with Covid, wards are empty. All around people are dying young of cardiac failure and developing Type 2 diabetes yet the government is preventing people from participating in athletics.

Banning going to work and competitive endurance athletes is completely the opposite sort of things you want to do. It flies in the face of all common sense. Its very hard to challenge these things, and too few people are speaking out.
