yes. there seems be strong structural racism in the nfl leading to a vast vast majority of players being african americans.
The reason there are fewer black head coaches is the same reason there are fewer black people in positions of power, and its not racism as much it is that the mental illnesses (such as sociopathy and narcissism) associated with rising to power are more common among white people than any other group.

The previous owner wanted to move the team to St Louis, Kraft kept the losing franchise in New England. The deal to move the team to Hatrfod fell through, you must be one of the few Boston area residents upset that he built a stadium and kept them in the area.
It is not 1994.

Anyone in a position of power is mentally ill. It is not a normal state of being to hold power over another human. We evolved in egalitarian communities, if someone attempted to hold power over the community they would be killed or banished from the group.
Where do NFL players identify their skin color? Where do coaches?
