I don't think that's true. His accent is unusual but he's had it since at least 2012. Here is the oldest video I could find of him.

He sounds very oddly like Lance Armstrong, when it seemed like Lance wanted to be a French-first speaker who had to struggle to find the right word in English, with lots of hemming and humming as he spat something out.
Is it supposed to sound thoughtful, or deeply genuine (not rehearsed) or like he's fighting off an emotional moment and just can't seem to say even the most obvious thing?
