She's nice to Toby even though he's creepy to her and tries to sabatoge their relationship by not filling out their HR form declaring an office relationship. That says a lot about her.
She also evolves towards Angela and Dwight.
As for rejecting Jim, she was in a relationship.
My only two negative things about her was:
-The finer things club which was kind of snobbish
-That sometimes she's mean to Erin

As far as who held whom back, remember Roy always discouraged Pam from her art career and Pam did eventually give up her dream to be with Jim. Now, I kind of stopped watching after Michael Scott left but assuming Jim didn't do his business deal because it was in another state it's kind of a push: Pam gave up her career dreams for Jim and Jim did likewise. The whole point was career success was secondary to their relationship as it should be.

she fake friend-zoned Jim and was randomly bitchy to him when he got touchy-feely, even though that's what she wanted.
she ended the wedding because of Jim, but then didn't even follow him to stamford? or try to get him to come back?
Jim and Pam are easily two of the worst characters in tv history. They ruin everything they touch and are selfish people.

In the British version, "Pam" is a shy, fairly average looking girl, and "Jim" is a dorky looking guy (short in height and wears clothes that are too big for him). They sort of flirt, but "Jim" gets absolutely nowhere beyond that. The "Roy" has clear superiority and doesn't feel threatened by "Jim".
In the U.S. version they made Jim a jock/stud and Pam a hot, Type A-personaliy girl. Jim impresses Pam with his basketball skills, Pam gets drunk at the Dundees and kisses him, etc. Roy is low-class and clearly insecure about Pam's office relationship with Jim.
The "Ryan" in the British version is sort of the office stud.

Whoa whoa whoa, THAT'S what "Type-A personality" looks like to you?!! Dude, you just put your level of milquetoast in sharper perspective.
But if you watched the early years of the series Pam was a total doormat. She hated her job, was in a bad relationship and never stood up for herself. She was trying to self improve, taking art classes, going with Michael in his startup business as a step to being in sales, broke it off with Roy. So maybe she stepped on some toes but a lot of her co-workers did the same to her.
Two things I regret her doing:
Coming out at the beach party and essentially confessing her love for Jim in front of everyone including Karen who was in a serious relationship (from her standpoint) with Jim. Not cool.
Also confessing to Roy that she kissed Jim. It caused Roy to attack Jim and get fired.
Sometimes things shouldn't be said but it was part of her new persona of speaking her mind. And it caused a couple problems that she didn't think through very well.
But Jim was worse, Karen confronted him about his feelings for Pam and he lied straight to her face. Karen could be a bit of a shark herself but she was mostly trying to climb the corporate ladder and didn't deserve that.
