Because in the fast heat if you try to push the pace you have to worry about others drafting off you and outkicking you. That's exactly what happened at the 2019 USA indoor championship 2 mile. A bunch of runners could have beaten Drew Hunter's slow heat time, but nobody wanted to be the sacrificial lamb for the rest of the field.
Push the pace?? It's the frigg'in Oly Trials! If you know you've already been "out kicked" by a woman in the slow heat, why would you run a slower pace than that? I know what you're saying, but wtf? What if 2 girls from the slow heat put down a fast qualifier? Every woman in the 2nd heat is going to race for just 1 spot?
