Track is fun when times are fast. EPO makes people run fast. Therefor I honestly don't see the problem with legalizing it. Remember when world records were broken every half decade or so and lots of races were non-tactical and times were fast and track was fun to watch? I miss those days
Why not give the death penalty for testing positive? Arm WADA with secret op's assassins, and give them permission to kill the athlete, the drug provider, members of the athlete's family, and anyone who got in their way.
Make each positive test it's own version of the movie "Munich."
That would pretty much take care of doping.
