what were his best times without a suit? and by full business attire, you mean full minus the shoes part? cant imagine someone running in sliders or loafers.

Yes, no dress shoes, I didn't want to hammer my feet too badly, but the suit was like a wet sauna by the end and was far from comfortable.
As for what an elite runner could do? Since Japanese and many African runners seem to do all their runs in track suits, I'm pretty sure they could crush my time if they wanted to.
As an FYI, it was an off the rack suit & cotton dress shirt. I left the top button on my suit & shirt done up and the tie knotted and pulled tight the whole way.
a dress shoe and suit company could have a coup with this kind of spectacle.
you know, design a shoe that looks the part for business and you can run 20 miles in. who would not buy that shoe?
same for a suit, something that allows the body to breath while looking the part. probably you could get some elites to do a half in the shirt and tie!!! of course you would have to pay them. hello sponsors.

i bought a fantastic pair of shoes, got complements on for the style alone, but i could fly in them, they were much better than your average stock nikes. how i lost them i don't know, and i have searched high and low to find another pair.

Rockport Dressport shoes are kind of like that. They've had a couple of guys run marathons in them for the publicity.
I have a pair - they're very comfortable for walking in, but I don't run in them.
