2/10 on getting people fired up in your troll attempt, but I think the thing you are too inexperienced to understand is that it actually happens quite often that people who set national records in a race while getting beat raise there arms. This can happen in the top races in Europe and in Olympics/World Championships and sometimes they are getting absolutely killed by the leader. Nothing wrong with celebrating a milestone even if you're not the winner.
But no, Rupp would not have raised his arms in this case with Chelanga ahead of him. However I highly doubt Chelanga would have finished ahead of him without Solinsky in the race so perhaps if only Salel had beat him he would have and there would be nothing wrong with it.
Now if you are going to ask why would Chelanga not have beaten Galen with Solinsky absent, well that's something better off learned by experienced and lost on the typical letsrun Rupp hater type (no experience to speak of and statement made based of emotional imbalances).
