I don't think Bedford and those guys back then had pacesetters at all- they were against the rules.

its not 90%...however most are expected to lead anywhere from 2/3 to 3/4 of the race...
they get paid to do it, whats your problem?

1/2 to 2/3 sounds about right. 3/4ths is a bit much-to run 3/4 of the distance at world class pace means you are probably world class yourself.
Someone running 1:15 for 600m, 2:47 for 1200m and 7:35 for 3000m is pretty damn talented in their own right and can probably go 1:45, 3:30 and 13:00 anyway...they need a big paycheck just to get involved.
