You have to get good at chugging when mildly out of breath.
As far as race strategy, I've found the best to be when you can ease into it the first 100m while burping as much as possible, then the middle 200m go as fast as you can without puking, and then during the final 100m coast while cruising so as to get a little bit of breath back so you aren't completely trashed. Then repeat x 3.
I think if you are in decent running shape it really ends up being about the drinking. As long as you can do a 70 with moderate ease you don't have to actually worry about the running fitness but the chugging ability.
Related to this, you gotta be able to burp some during that first 100m, if you can't do this don't even bother shooting for a fast time.
I've beat much faster runners in the beer mile because I'm a really fast chugger. You have to somewhat pace yourself on the first three 400's so you're not breathing too hard when you chug. You can sprint the last 400m since you are done drinking at that point. Spikes help.
A good way to practice is to go on a few long slow drinking sessions at least once a week. Do a few fast drinking workouts, and spread them out. Workouts including 12 x 400mls, with about 1 minute rest between each 400ml. Try to hit them in about 61-64 seconds, with the last one sub-60 if possible. You could also try a few tempo drinking sessions. Fill up a keg with beer and do about 20-40 minutes of hard chugging, depending on how your feeling. As you progress throughout this training schedule, it is worth noting that theres no harm in drinking doubles or even triples in a single day.
