It indicates that your resting heart rate is 38 beats per minute.
I have known 45-minute 10K runners with resting heart rates under 35, and I have known 29-minute 10K runners with resting heart rates over 55. (Jim Ryun's. by the way, was reportedly 72.)
Over the last 15 years, I've slowed (as I've aged) from a 14:48 5K runner to a 17:00 5K runner. My resting heart rate was 38bpm then and it's 38bpm now.
Now that you know your baseline RHR, it can be helpful to monitor it if you're so inclined. A sudden increase in morning resting heart rate could indicate overtraining or an illness. But your RHR, in and of itself, doesn't say much about how good of a runner you are.
