I knew a 2:15 marathoner and he had amazing endurance with piss poor speed. His fastest mile was 4:05, and his fasted 400 was around 58.
Could he have run faster? Maybe.

A 2:30 marathon is 5:44 per mile. That is an 86s 400m pace. I am going to say that there are some slow-twitch guys who can't run much faster than that off of marathon training...maybe only 75-80s or so.
No they can definitely run faster than that. 2:30 guys should be able to run repeat miles at least at 5:15ish pace. That would mean an all-out mile in 4:50 would be well within reach, so not being able to run a single lap at 65 would be quite surprising.
I was a 2:30 marathoner and ran 53 for fun to finish a workout while preparing for said 2:30 marathon - so I imagine if given the chance I could have run 51 or so. Now I was a 1:52 800m runner back in college so the marathon was a bit of a move up in distance.
And if you can run 5:15 repeats you should be able to run under 4:30 (I am sure that some can't but most should be able to)
I ran 2:30 a number of times and could maybe run 60 seconds for a quarter after doing a couple weeks of directed speed training but probably not just going and running a quarter all out. In that cause I'd say maybe 65 seconds.
My fastest mile training for the mile was 4:41, maybe I could run 4:45 to 4:50 at the time of my fastest marathon, which I finished at 5:15 pace the last 1.2 miles. I ran 6x mile in 5:10 the only time that I did that session, my fastest 10k was in the 32's all out.

If you know so little about the sport why would you be on LetsRun?
I'd say average optimal speed for that range of marathoner would be the 56-58 range with some sharpening workouts before hand. I am sure there are the freaks at one end of the spectrun or the other but I would say that is a safe range.

conclusion;
2:30 guys can generally be expected to break 60 for 400m
I was thinking about slow-twitch guys, such as Dean Karnazes, not average 2:30 guys. Isn't his mile PR about the same as his average per mile pace in the marathon?

A 2:30 marathon is equivalent to a 54.7 400m. But, this assumes that the marathoner has done 400m training.
I've run 2:30 and can pretty much be counted on to run 60 at any point in my training. I have no speed though, my fastest ever 400 is 58 high.
