Jack Kirby, one of the best comic artists ever, was at his height and just tearing it up in the 60s and 70s.

Jack's version of Captain America was a muscle bound strong man/acrobat created by the Military via "science". I'd give him about 3:30 - 3:40 for the mile at best. He was a super guy, but more of a brute strength guy/sprinter than a distance man.

If the 13 miles were at an easy pace then that changes things

800m - 0:20.0

1,500m - 0:46.8

3,000m - 1:25

5,000m - 2:31

10,000m - 5:22

Someone mentioned there had been another thread on this topic. I was only apologizing in case someone else had mentioned this athlete body double thing somewhere on letsrun in the past (I'm not a regular poster here).

Its gotta be somewhere in between I don't think the cap can run 60 mph for an entire mile I think the all out timnes are more realistic
