Be on the outside edge of the course and starting turning a few meters before the cone
I take cone-in-the-road turnarounds as tight as possible. If there are runners around me they are almost always behind me after a turn like that. My experience is that most runners can't negotiate a turn efficiently. I love twisty, turn races for that reason.
Do it with style
With arms straight out making airplane noises as you go around

Pro tip: the 180 degree turn is a great place for heel clipping. If someone is right in front of you, a little "accidental" bump on the outside of their inside foot just as they enter the hard turn will send them sprawling.
What if the cone turn is not clearly marked as far as the approach and exit side? Could one go in the opposite direction as the others? Are they always "left on the inside"?
I don't like to come to a complete stop and then start again, losing that momentum.
Maybe approach the cone 10m wide and then cut towards the cone 10m out at a 45 degree angle.
Then at the cone, do a 90 degree turn heading back but at an angle and then do a final 45 degree turn to head straight back.
That adds 8m to the run( 4m hypotenuse going towards the cone and 4m going back)
Or do four 45 degree turns, running perpendicular to the course for a short bit.
The semicircle approach with a 10m radius adds 21.4 m (not 31.4 because you had to run the 10m anyway)
It seems a personal preference in one's comfort with stopping and starting.
I hate 180 degree turnarounds.
