Ya, calling actual, proven dopers "cheating scum" is quite the apologia, Gimp.
It's a common doping apologist tactic here to create a false equivalence between places like Kenya and Morocco and the West. Usually, like you just did, they point to Russia as being no worse than others. This is likely because you are a Putin troll.

Look at the list of cases of Moroccan sportsmen involved in doping bans. Nearly everybody on the list is a runner. Just about everybody from Morocco under 3:32 has been suspended or was from the full throttle EPO era. Yet a Moroccan immigrant to Spain can go from 3:36 to 3:28 in one year at 23? So if it's a case of him 'getting serious' or 'upping his mileage', he surely has massive upside left. Realistically, he's going to be threatening El G's records in the next couple of seasons. El G was way ahead of every other Moroccan, when all if them were clearly juiced to the max. He was also the product of a state sponsored program designed all around him. Training partners were doping just so they could keep up with him and pace him in World finals.
Yet here we have a clean dirt poor Moroccan immigrant on course to run faster than El G? And he's going to do it within a couple of years of proper training?

Some news. I ve heard/read remarks by top Spanush athletes (Olympic level) that go as "we cant trust guys who appear from nowhere and run incredible PBs". Dint mention him (openly), but he is actually the only athlete in Spain who fits this description. Definitely, in meeting looks that other athletes dont believe in him.
Seems like the only other athlete who believes in him is Tim.

There's been at least one dodgy client whose part of Mostaza's management: Mohamed al Garni --> Moroccan-born Qatari banned four years for refusing an unannounced doping test April 2016 in Ifrane. al Garni was referreed to Jama Aden, which is nothing new to LetsRun.
Mostaza is also Katir's current manager.
Do al Garni and Katir train together? They raced that 3:33 1500m in Nerja together along with another person managed by Mostaza: Ouassim Oumaiz.

I was checking his Instagram. On July 19th last year he was going for the Olympic qualifying standard of 3:36.0 but lost in 3:37.2
Less than a year later he's running 3:28. To anyone who thinks this guy is likely clean, GFY. It's obvious that around this time last year he realized he was never going to be world class or make the Olympics without the juice.
