I see your point on Clemson and Ole Miss as well. They are definitely not where they were or where they should be but could be in the rebuilding stage that all programs go through. Hopefully they’ll get a chance to get back in the mix.
Rebuilding at Ole Miss? A red herring put out by some Price fan-boy. Head coach has had three years to get a team of her own (besides the ones she brought from Southern Illinois who have now cycled out.) while basking in the glory of what the previous coach (Brian O'Neal)put together for her. Now they get 11th and 12th at SEC meet and last (no points at NCAA). She brings not much to the program and it is showing. Distance is scoring all the points. Make the XC coach the head coach and you guys wont be talking about him going to UNC.
Am I missing something here. When was Ole Miss a track & field and/or a cross country powerhouse? Nationally or in the SEC?
All they ever had was a couple of All-American types spread out over different events at different times.

There are a lot of reasons why someone would make the move from D1 to D3. Maybe this person no longer wants the stresses of D1. Maybe the pay and admin support is better at Emory (heaven knows it costs enough to attend Emory). Maybe he has family in Georgia? I'd venture to say this coach has his reasons and is happy with his decision. Sometimes D1 isn't all it's cracked up to be? Just a thought.
The level of performance in any division is not the only measure of value for a coach.
If you have experienced multiple divisions/levels of coaching, you have the ability to assess what makes you happiest.
Division 1 tends to run faster, Division 1 tends to pay more. I would suggest there is more to a "good job" than those two variables.
