Not sure. I watched the Trump interview with Joe Rogan last year, and Trump claimed to be sprinting on the treadmill during his physical at such an amazing speed that the doctors were saying "this is unbelievable". So if Trump's story is true, he probably has some running prowess. He might ban some Kenyans next.

It seems like you could require Ethiopia to put a cash bond of say $10,000 and if anyone overstays their visa, you use that money to track them down and send them back.
