The NCAA limits the number of paid coaches on a track staff to 3.
If there is a men's and women's program then there can be 6 paid coaches.

If you’re talking straight track, yes. Most programs have designated distance/XC coaches as well though.
Coaches- 150-300k for all coaches including benefits. Program budget 150-200k
30 scholarships if basically fully funded 50kX30= 1.5 million (that is actually money the program is paying the school still so win for the school) 50 walk-on kids=2.5 million does the school... this is a 500k net win for the college even if you deduct the scholarships. Not to mention mostly good grade kids who now like the college and will donate some day. If less scholarships even more money!

To go back to what 15_50 origins posted, that they weren’t hiring throws coaches at a couple of the schools, because the OP erroneously insinuated that they weren’t paid positions to be filled. Didn’t make sense in their post. Now, if 15_50 would of stated that the programs were going in a different direction and not bringing in throws coaches, that would make more sense.
There are programs that do have paid XC coaches, that also coach Distance on the track side, as well as a HC and 2 other assistants. Granted, the XC coach probably works with both genders, so that wouldn’t count for one of the genders, but a separate one. But I digress....

If it is a solo gender program, then one of those 4 is not a paid (countable) coach. If you have 4 paid (countable) coaches with both genders, then that is within the rules. You can't have 4 paid (countable) coaches and only a single gender program. If this is happening, then it's clearly a violation. Even a director of operations can be considered countable, if they have any hand in off campus recruiting.
