Looking at him from a sprinter's perspective, there is NO WAY he could ever go 21.xx FAT from blocks.

Right there is your 23-second sub-1:44 athlete, at least as far as FAT from blocks goes. Maybe even hand-timed from a standing start. Blocky, no turnover, no stride length, no pop, long contact time, body posture all wrong, arm action totally wrong, no evidence of acceleration, no evidence of high maximum speed, no evidence of drive from blocks.
