Plenty of high school kids take steroids. America has a "do whatever it takes to win" culture. It's not called cheating, it's called getting an edge. Just look at football, and although doping in track likely is not on the same scale as football, it's there. Sports in America is a huge thing and kids are getting groomed to be professional athletes from the day they can start walking and dribbling a ball. The parents and coaches a lot of times will also do whatever it takes to get the athlete more attention from scouts, and what better way to stand out among the mere mortals than put some top grade chemicals in your body.
