Anyway, to take the cheaters out of the competition is of course a very obvious result of their ban. How significant that is, depends on their level and the following talents. It literally cannot have no effect. The impact of their DQs is directly visible, however. That is not zero either.
Other results include less doping by those who started to worry because of the bans, esp. teammates, and less doping by coaches who started to worry because of the bans etc. How significant that is? No one will ever tell us.
However, to look at your examples:
Kiprop wasn't exactly a nobody in 2017, having won the DL 4x in 2016. His career got a bent when his coach had to leave Kenya (temporarily). You don't know how he would have performed in 2018 (at age 28/29). Manangoi, Sumgong (1st female Kenyan Olympic marathon champ ever!), Jeptoo, and Kiptum (and Koech and Kandie) were winning right until their bans.
Kiptum and Jeptoo are great examples of the impact of bans, as they went back a bit into the past (as with Kipruto). For example Kiptum's "WR" went back to Tadese (briefly, until Kamworor's got ratified), his Valencia "win" to Yimer, and Jeptoo's 2014 Boston and Chicago "wins" both went to Ethiopians. Looks significant to me.
With Kandie and Kipruto out of the picture, the next best Kenyan is currently 27 seconds slower in the half marathon. Looks significant to me.
Don't forget Chepngetich. With her out the picture, the next best Kenyan is currently over FOUR MINUTES slower in the marathon. Looks significant to me.
