Remember that suspicious blood values are not positive tests. So, if PR is on the former list, that would not mean that she would be on the list for banning.
Are there any protected countries or regions? Sure. Russia is hugely protected, and can run a national doping program with impunity, no threat of being kicked out of the IAAF despite many, many individual doping positives. American sprinters are caught all of the time. Go back the past fifteen years and you'll find literally a who's who of American sprinting on the banned list at some point or other, from Marion Jones to Tim Montgomery, Tyson Gay, Justin Gatlin, Kellie White, and many others. So, American sprinters aren't being protected by the IAAF in any obvious way. Jamaican sprinters may be, for all I know, but a bunch of their big names (not the biggest) got slaps on the wrist and short suspensions for positive supplement tests recently. Kenya has had a lot of positives in recent years, even a big name in Rita Jeptoo, winner of numerous majors. Where many countries really get away with something is in not conducting blood tests and maybe barely any urine tests out of competition. Thus, Kenyans might never face any in country blood testing and so can dope with impunity or could while training, needing only a short window before competitions to test negative. And maybe that in part explains why they are always traveling back to Kenya between competitions even if it means major, major traveling. Another area in which protection takes place is in their "sensitivity" about gender. Women cannot compete on a level playing field with hermaphrodites and the like, who the IAAF now is going to allow to compete, regardless of testosterone readings. Finally, the legal area protects many, many athletes, making the IAAF very gun shy about announcing names where experts think they are guilty but maybe the athletes didn't agree to a certain type or duration of testing or maybe it is beyond their extant statute of limitations. They don't seem to police federations at all.

for CERA before 2008 .
It stunk at the time showing how corrupt iaaf is . protecting big names .
i dont know about Bekele after summer 2008 .But big names knew that cera was to be tested for and needed to be off it .
if that doesnt scream inside job and special treatment .what does.

positive keeps two world titles when was on cera then as otherwise have to retrotest

Kelli White tested positive for modafinil in the Wchamps in 2003, it was revealed during the competition.
Torri Edwards, World champs in 2003 over 100m was caught by IAAF during a low key meet in Martinique in 2004.
An US sprinter is not likely to be caught by the IAAF simply because pretty much all the OOC testing is done by USADA and as far as I know all of them are based on US territory
