That "as a junior" part is what I mean by a head start. I do though believe that if you work your ass off through out your life as a runner and have the utmost dedication, you can catch up.
Obviously a time like that would take longer to catch, but with the miles and about 20 or so years of running before any real decline from your prime (give or take 5ish years) and You keep yourself healthy and work harder than anyone out there(figure of speech, obviously if multiple people do it than one has to be working harder...) you can hit the times.
