for the ignorant - this happened today. The nation has already drilled and there's too much oil on the market already. We're already at record levels of production. Gasoline is in the $2.50 range in much of the country. Energy companies know enough not to get sucked into paying too much to drill, only to lose billions when the price of oil falls.
It's a little more complicated than that, but only a little.
